Set up a CRON process that runs once per week or month. The process totals the points on the scoreboard, totals the players, and the above/below 1000 points gets added/subtracted from every current players score.

So players could lose or attain rank from a weekly cron job? That's not going to go over well if you work hard to be a general then from cron job comes and steals 5 points, busting you back to a lower rank.

Deadbeats Lose Points:
Sometimes people don't like the way the game was initialized and decide to go deadbeat on purpose to avoid playing the game. While working on a way to discourage deadbeating, I began to reconsider my decision to take deadbeats out of the points. Besides "strategic deadbeating" it caused other problems - confusion between auto-kick and the deadbeat/points rule and players being robbed of points after winning the game in round two. So, I scrapped the entire deadbeat/points rule. Everyone in the game will now gain or lose points whether they play or not.
But he's missed out on noticing that you and I are talking only about New Recruits.
Cue the argument "New Recruits will deabeat on purpose"

Hello MASSIVE deflation! The collapse of the scoring system.
Conquer Club members are initially given a score of 1000. At the end of each game, the winner takes points away from each loser. The points to be awarded is calculated as (loser's score / winner's score) * 20, up to a maximum of 100 points from each opponent.

Nah. I noticed that distinction. However, it seems arcane to mess up the straight-forward point system with one, single exception IMO. New recruits or not, deadbeats looses (and should loose) points.
