Once you miss three turns you are suppose to get kicked from the game right. Is that only if you miss three in a row because from what I counted this guy in one of my games has missed 5 maybe one or two more but he is starting to purposely miss turns.

Like you said its three turns in a row. So you should just put this guy on foe so he cant join ur games again and just dont play him anymore if he purposely miss turns.
some games last months, even years. capping it at 3 missed turns total would not be good for people who enjoy no spoils and sunshine (i.e. going outside and enjoying the real world).
that being said, maybe that would force people to get organized about having account sitters...
