would I be able to start playing another game or would I have to wait for the game I'm playing to end?

The only thing that matters now is that as long as you are not currently invloved and active (I.E. still have armies) you can play up to your limit (if you are a free account).

So if I didn't have any more armies in a game I was playing I could start a new one.

Right, soon as you're knocked out of a game it no longer counts as one of your 4 games.

But... it would be frowned upon if you deliberately tried to lose.
