[GP/UI] Highlight Regions [Panel Interface]

Concise description:

• On the panel interface extend the BOB style highlighting of player's regions to the Stats tab.

Specifics/Details:

• On the Overview tab you can mouseover a player or team and it will highlight all of their owned regions.
• You should be able to do the same thing from the Stats tab, but you can't yet.

How this will benefit the site and/or other comments:

• The interface would be better as it would require less switching between tabs.
