WHERE DID THE ADDITIONAL TROOPS COME FROM ? IS IT THAT SNAPSHOT HASNT CAUGHT UP WITH THE ROUND? BECAUSE THERE ARE ADDITIONAL TROOPS ON DELI,ASSAM,AND VIETNAM, WHEN HE PLACED ALL TROOPS ON 1 TERRITORY.- AND AGAIN ACCORDING TO SNAPSHOT HE DID NOT REINFORCE ?

You must be referring to round 15 as on round 14 he actually deployed 9 troops on Borneo which means he already owns Borneo on the 14th. On the 15th round, he deployed 18 troops on Borneo. Do you know how many troops where in Borneo on the start of the 15th round?
