i would like to join tournaments, but i have some questions
do i just join like i normally would?

Just read the threads and decide if you want to play in that tournament. If you do, post "I'm in" or something to that effect in the thread and then the organizer will let you know how to play your games when it starts.

What you want to do is go to a tournament thread and read the walkthrough. If you like it, click POST REPLY and say something like 'I want in'. Some ask for maps and setting preferences.
Then, once the organizer is ready, they will send you a PM with the games you have to join. Don't go to JOIN A TOURNAMENT and try to get in a game there.
