I had a single man on a single territory and came back to win the game, and that was on a much larger map than this. However, that type of victory is entirely dependent on the situation and it doesn't look like it will work here!
Here's a tip - when you want people to look at a game, write the game number inside of game tags. You can do this by highlighting the number and then clicking the "Game" button at the top of this box. It will make the number a link to the game automatically so people don't have to search for it. Comebacks happen pretty often with a no-spoils-setup (On a standard no spoils, there's no need to eliminate someone who's not a thread to you unless that's a winning move). But not when there are just 2 players left, which is obviously the case on a 2-player-game. He probably knows this too, how would he be a captain otherwise? So probably he's just an asshole.
I came back to win from having 1 troop on 1 region on the Asia map in a sequential, 1 vs 1, no spoils game.
