The answer to your question is simple: you don't pay for the forum. Multis are kicked out of their games, so they get 1 chance to buy back in as their punishment. In the forums, there are multiple warnings and small vacations before a large one, and no money is paid to participate on the forums, so there's no reason to be allowed to pay in order to come back. In fact, I would contend that it would increase the number of complaints regarding bans because then the people would complain that the bans are being used to increase revenue (and we all know they would cry out). Really, it's not a hard concept to understand.
As far as you getting permabanned (the correct spelling), I guess you're in luck. Didn't the public convince Andy to drop the maximum discipline length for a minor infraction to 6 months?

for minor infractions, yes. The perma ban option is still available for those who simply wont learn, or clearly go well beyond minor infractions.
