guerrilla warfare - a new tactical twist

Idea: two part bonus based on relative regional strength. A basic "possession" bonus for pairs of resources. A second "shifting" bonus based on regional occupation levels as a fraction of the number of neutral's (i.e., civilian population) residing within the region, and an "insurgent" troop reduction for urban centers in regions with enemy forces present.

Possible map applications:

Imaginary guerrilla war scenarios - Humaniod Sci-fi Resistance; Fictitous rural uprising; Overthrow [state of choice].

Historical scenarios - Polish underground WWII; US-Vietnam Conflict; Iraq/Bagdad cir. 2003; Afganistan.

I will post some kind of "hypothetical" map sketch with formulas seperately. A PROTOTYPE SKETCH IS BELOW... (Someone please be so kind as tell me how to upload an image?) I guess everybody building maps here already has their own web domain, eh?I'll need some tech help, so if you think the idea is appealing, please speak up. I'm not a complete tech neophite... I could probably code the functionality but need some help getting up to speed with the graphical and development applications used by y' all. Thanks[/b]

I'm sure it may be hard to read the legend, but basically there are +2 pairs, some of which exist internal to a region, but you can optionally match them up outside the region as well.

There are three "modes" to a region:
1) CONQUERED (i.e., all troops in the region belong to one player OR are neutral

2) CONTROLLED (i.e., mutiple players have troops in the region, but one player has >=50% of the troop deployment.)

3) UP FOR GRABS (i.e., mutiple players have troops in the region, none individually having 50% or more of the total troop count).

The number of "region" bonus is a function of which mode the country is in, the number of the individual player units there, the total number of player unit's and how many neutrals are in the region.

Since the way to increase bonus is to increase neutrals, there needs to be a mechanism... I thought combining arial and naval bomboardment options with direct deployment of troops as "neutrals".

I know this is going to look complicated at first, but it would make for some really excelent game play and is really the kind of update needed to understand the way wars are won or lost in the current epoch.
