Seriously, though, I'd think the Ventriloquist would be perfect for the kind of film these movies have been. Dark, twisted, and just plain messed up... but with a redemptive element that Joker and Two-Face lacked, so they don't wind up making Dark Knight again. That would be my choice here. The other one that might be interesting as a setup for future movies would be Man-Bat.
I was thinking Scarecrow might come back, but it's a movie too early... he needs a bit of time to simmer and build his understanding of fear to where he doesn't need his serum. Harley Quinn's the same deal... needs some more time after the last movie to be inspired by the Joker or something.

There was a drug deal early on, and the Scarecrow was meeting with some of his customers. It was originally broken up by a group of fake Batmans, but the real one showed up half way through the fight.

You didn't see that really gay one with Val Kilmer I think? It was... maybe Riddler + Mr. Freeze. They completely sucked. The only thing good about that movie were the Burger King collector glasses they made for it.
The double villan formula is really way harder to pull off than the single villian unless the movie is seriously just and eye-popping special effects flick with one fight after another ... which in the case of a sacred icon like Batman, would just cost WAY too much to make... The only reason two villians worked nicely in Batman 2 was that the motives both Catwoman/Selina and Penguin/Cobblepot were clouded with moral ambiguities for much of the movie, while the real "bad guy" was a non-franchise "business type".
Maybe a movie with just the Riddler could be done propperly, but you'd have to really give him a lot of backstory. I think George Clooney should be cast as Riddler. He could bring the gravity to the role that could protray the Riddler as someone like John Nash who is into solving riddles and cryptography, and is a serious genious, but goes off the deep end with conspiratorial theories and stuff, and all the crimes and terrorism he commits he thinks is "for the good" so he leaves the riddles not to be a smart ass in green pagamas with freakin' questionmarks all over them, but because he has to make contact with people to join him, but he can't do it in the open because "they are listening".
