I would expect that only one nazgul would be in the mafia, and that would be the Witch-king. Saruman wouldn't be in the same mafia as Sauron because Saruman betrayed him and had made his own armies to try and get the ring first.

Are you suggesting that this game is 9 town and 6(!) mafia? It seems like the town could get in trouble way to fast with those numbers. Seriously, if that is true then it would be likely that the game would be at LYOL on day 2. The nazgul were washed up in the Ford of Bruinen when Glorfindel commanded a wave of water. They meet a nazgul again, and he was flying above Sarn Gebir when the company were being assailed on the Anduin. Thats still far away. So I beleive only one nazgul would be still pursuiting, and the only one remotly capable of still being on their trail is the Witch-king. There has to be third party because it's unlikely that there is a mafia 2 thirds the size of the town.
