"for the Top 50, only votes from regular voters are considered." This means that even a rating of 7.8 doesn't mean it'll get into the top 50 after getting enough (1000) votes.
In addition to only using the votes from regular voters; I think IMDb also ignore the regular voters who usually only vote 1 or 10, and nothing in between.
Of my 2530 votes on IMDb, I've never voted 1, tho I've voted 2 eight times. I've only voted 10 four times: two movies and two tv episodes.
