1. Remove all restrictions on the games new recruits can join.
2. Hide all games to new recruits that already have 1 new recruit in them.

I would make it "already have 1 new recruit in them"...I don't think we need two in a game, personally.

EDIT: However, I still maintain that this would only lead to the farmers mass-attacking cooks and cadets, which is why I believe the solution I proposed is more effective.
