That's a tough one to analyze -- just counting stations is a challenge. Here's my take on it:

Assuming my counts are correct (although I probably got at least a couple wrong), I'm surprised that your bonus for Bakerloo is that much smaller than the one for Picadilly: it may have slightly fewer countries and borders, but it's more central: it can be attacked from almost any other line on the map. I'm also very surprised that it's smaller than Victoria at all, since as far as I can tell, they appear to be more or less identical. I suggest increasing Bakerloo to 8.

I'd also suggest increasing Metropolitan and Hammersmith & City to 5: this is going to be a very difficult map to hold continents any on, so I think even the smallest ones deserve a fairly hefty bonus. If you wanted to take armies away from any continent, I'd pick District as the one to reduce by 1 (largely since it's as close to being "on the edge of the map" as anything here), but it's probably OK as it is, since it's reasonably similar to Jubilee.

This map is coming along quite nicely. I like the logo, and I think the info box in the upper right is both very useful and quite appropriate to the style of the map. I am currently counting seventy-three countries rather than seventy-two, but that's probably my mistake, just because those little circles are difficult to count: feel free to correct my numbers above. Speaking of circles, have you tested them with lack's mapmaker script, to see how the army counts will look on them?

here's the spreadsheet I used to work out the bonuses.
of course just because the chart says 72 territories doesn't mean I didn't count wrong ;o)
I've started on the xml, but... you know... could be a while!

Aha, it looks like Bakerloo really does have seven stations: Edgeware Road, Baker Street, Regent's Park, Oxford Circus, Picadilly Circus, Charing Cross, and Waterloo. All but Regent's Park are borders, so I think that would bump it up a notch in your spreadsheet.

If this means you'll be dropping a station to make a round number, might I suggest turning one of the two-platform border stations into a one-platform non-border station? (Preferably at a border between two lines that don't touch each other anywhere else.)

haha is right. Something as trivial as just holding the territory for three turns would cheapen the game of Mornington Crescent. What of the Queen's Opening Gambit, or the famed Trellis Manoeuvre, or the En Passant of Charing Cross (aka the In Passing of Charing le Croix in the Revised International Ruleset of 2003)? All the subtlety and strategy of this noble game would be made naught by what you suggest.

---May I suggest making the legends stand out from the background? Especially the description one on the right of the map. Perhaps a shade of gray inside, and some kind of a border other than a solid black line. And for the bonus legend I feel it gets lost in the havoc of the map below. Make sure it is prominently known that is the legend, and not just the corner of the map.

yeah, I thought the legend could stand out a bit more... I quite liked the instructions the way they are because it has a look of the actual map about it... readability is important, though!
