It's a noise that doesn't really have much meaning as far as I'm aware, aside from whatever you can figure out from the noise itself.

...Although it does have 3 acronyms:

MEEP
* Management Equipment Evaluation Program
* Mir Environmental Effects Payload
* Minnesota Education Effectiveness Plan

My guess is Johnny is referring to the last one.
