People aren't rejecting this because it's too creative... on the contrary, it could be argued that you're showing a lack of creativity by not pushing the concept to a point where it fully makes sense as a game map. As it is, the map is still too abstract.
For instance, what exactly now makes it the Bill of Rights? If it's simply the fact that you put hamilton's photo in the middle - an image that most users won't recognize anyway - that's not going to cut it. And the text is so light it's just hard to read background.
What if you dropped in the text of Bill of Rights, then highlighted one key word or phrase in each territory that became the name of that territory? It would take some work, but then the territories themselves become concepts from the document. You could attack The Press from Freedom of Speech, Searches and Seizures could attack Public Trial, Impartial Jury could attack Unusual Punishment., etc. Then you'd have to find a way to group the territories to create continents, so we aren't just going from upper left to upper central, etc.
Of you could just do a pirate map, I guess.

Other maps you are thinking of may well be fine. The problem with this theme isn't that people don't know what it is, but that it really isn't anything at all. I don't know whether Hollow earth is a fantasy map, based on some kind of book or whatever but it sounds interesting.
