But I'm not a big fan of the DOM idea (to many and will be hard to integrate in your map)
If you plan to do airport and port, maybe you could do an economics map, wich special bonus, castle, wine, ... in the idea of AOM or AOR.

Sinon pour les liens entre départements, si cela est trop complexe, on pourrait faire dans l'esprit de bamboo jack, avec les départements d'une région qui peuvent s'attaquer entre eux, mais ne peuvent pas attaquer d'autres départements, et faire les liens entre régions avec les aéroports et ports, ou le long d'un fleuve.

In my opintion, if we make a new map, i prefer an unused map, with an exotic gameplay. Not like the existing one, with just territories who border eachother and be part of greater bonus, and that's all.
So, the idea of port and airport is nice. But here, maybe there is too much. I see eventually only 3 (or 4) of each : Dunkerque, Brest and Toulon for port (le Havre for the 4th), and Paris, Strasbourg and Toulouse for airport (Lyon for the 4th). By the way, i suggest merge those elements to their department prefecture instead of making them a whole territ. For example, for Finistère, only one territ who makes also port. It's make life easier without any lose of gameplay. Bonus effect : we could delete port/airport legend, and so gain some free place for DOMs
Adding a ressource système, like AoR, maybe a good idea, but not here. It will complicate too much the map. This idea could be developed in a further map.
Anyway, i love the idea about a gameplay like Bamboo Jack, where each department could attack other department of the same region, but not other, and where region could only attack other region through the prefecture (ex : Limoges could attack Toulouse, Bordeaux, Poitiers, Orléans or Clermont, but not the other).
Eventually, we may have to merge some region (especially those with only 2 departments), like the both Normandy, or add Picardie to Nord-Pas de Calais.
About the DOMs and Corsica, we could join them to the métropolitan with a port or an airport, or maybe join each other (Martinique and Guadeloupe)
Name department with their number is a good idea for lighten the map, and we always could name them with their real name in the xml (ex : on the map : 59, in the xml : 59 - Nord)
