... And here is a fact that too many are ignoring. The current administration scares the hell out of business. It's been said by others and nobody paying attention can deny that our president continually attacks, at least publicly, "the wealthy". Business owners are, if not terrified, at least extremely cautious. They now have to contend with possible taxes on electricity tied to carbon. They have to find a way to deal with Obamacare - a huge tax that is going to hit them in the financial balls like a sledgehammer if it isn't done away with. They, especially the smaller businesses which employ the largest number of Americans, certainly are not going to be hiring. And the speeches continue, demanding that the "wealthy" pay their "fair share", etc.. etc.. ad nauseam.
... That's just the way it is, and the way it will remain until this whole thing stabalizes with either massive repeals or with decisions to move operations to other nations (not so easy for small businesses).
