The wars there are much like the war in Vietnam, in that sometimes it's hard to tell the difference between enemy combatants and civilians. They dress the same/similarly, the enemy combatants hide out in civilian population centers, etc.
This doesn't excuse mass killings of civilians, but it's still a valid point.

It's a valid point, but not so much in this case. As far as I can tell the allegations are that he left base of his own accord and gunned down 16 people, including 9 kids and three women.
I guess what I want to say is that this wasn't a heat of the moment couldn't tell civilians from enemies kind of thing. At least, as far as I'm reading it.
