Well, since you asked so nicely... :lol:
Mandalorian's guide for opressing the masses :twisted:

1. THE most important factor for acomplishing big score is waiting. Waiting as long as is possible for "Loan" or "Aid". Or just simply waiting for something to get broken before you fix it.

2. People come to you with their demands (ingrates :lol: ). Genarally speaking it is better to accept (please one group and displease the other) then to reject them. The special cases are:

a) They want money! :evil: In these cases you have to consider if you are geting your money's worth. I tend to agree only to "Irigation" request, becasue Yankees and Ruskies like me when I do it. Of course, this only applies to the begining of the game, before you cashed in. After they give you their money, who cares what they think. :D

b) They might drop your popularity with the Secret Police bellow 5. If this happens, you won't get their reports any more. However, their reports are basicaly a luxury, because you can track your popularity and fraction strenghts by yourselves (unless you are lazy like me ;) ).

c) Your bitches are making the request. THE BITCHES is a group that is so weak that their oppinion becomes irrelevant. In the end of the game someone is bound to hate you. The trick is to lower their strenght to 0 and ignoring them from then on (except fliping them the bird when they make their 10th unsuccesfull assasination attempt :twisted: )

3. IMO you shouldn't build your bodyguard at all. People hate you for it and destroying the groups that hate you is a much better way of avoiding assasinations. In the case of the Revolution, it's either the end and you want to run and get the 50 point bonus, or its begining and you have, allready, screwed it up :P , so it's easier to restart.

4. Never, ever, EVER, EVER!!! buy a Helicopter. It is a perfect combination of expensive, unpopular and useless. In fact, after Biscuit told me that you can run without it, I menaged to escape every time I tried (while the damn hellicopter, didn't start up, 3 times in the row! :evil:).

5. Secret police is the perfect scape goat. As I said before, you don't really need it and beating up on them makes everybody else happy. :) The perfect case scenario would be to get the "Sack the Secret Police Chief" every second month. Also, when they stop giving you the reports, cut their powers complety. It will be good for the budget, it will boost your popularity with the other fractions and you can 'revive' them once you need them (but only once).

Bah! Damnit. How do you manage to stay alive that long?

I can avoid the revolutions, but I always get assassinated by about the 18th month. Highest I've gotten was just shy of 300.

By geting a 1.6 million (I think) from Russians who liked me and geting (roughly) 1.2 million form the Americans who didn't really like me (but I claimed that loan after 18th mont or more, I am not sure).
Landowners and Army liked me. Peasents keeped trying to kill me but theor power was 0. The only time that I got REALLY lucky, was just before the end when Army assasinated me and missed :shock: (their power, I think (since I didn't have secret police because I allready ruined the country :twisted: ) about 7).

Eh. Any time a group hates me but has a power of zero, they start sending assassins left and right. I can only usually survive one or two.

Although I've never tried cozying up to the army and the landowners and pissing off the peasants. Usually I make good with the peasants to please the Russians.

Hmmm. Maybe not. I'm never sure what their power is when they kill me, because by that point I've usually killed my secret service. But, I have noticed that if their power drops below about 5 they stop trying to revolt and start sending assassins.

So, I typically try to keep the groups that hate me to around 5-6 power. That's a tough line to walk, though.

You would be much better off if you dropped their power to 0. At 5-6 they are dangerous. At 0 they are nothing. And, if they keep failing to kill you, Revolution will happen sooner or later (preferably later.)

BTW, I just found the use for the "Increasing Bodyguard". When you get bankrupt, you can lower the Army's strenght (since the will start hating you) by Increasing Bodyguard. Teoreticaly, if you allready destroyed one group and got lucky on the first few Army assasinations, you could have pretty peacefull rule. I'll go and try it out.

Huh. I'll have to try that.

I have always just banked on letting them revolt, since I'm far better at crushing revolutions than I am at surviving assassinations.
