I can't imagine how this decision could possibly be a more popular alternative to stepping on some toes while balancing the budget. Not sure why I first heard about this in a blog rather than on a legitimate news site, but I guess there's some trivial bullshit we have to pay attention to while local governments pawn off our infrastructure.
