I'm sure they are, but mainly it's just that some drug dealers are very, very greedy and immoral.
Soapbar comes from russia (as far as I know), it's just a way for the organized crime to make some extra money with minimal risk or investment. This is just the kind of shit that happens with the "war on drugs" thing. No quality control, and who knows about the longterm effects of all that shit they put in it...
