I almost won the league last year, playing his game. In fact, I would have, except I got hit by injuries in the championship round, leaving niet the win. Otherwise, I dominated the whole league. Stop throwing a fit, and play the damn game by the rules given. He's not a cheater; he's just playing the game harder than you're willing to.
I'm in a money league this year, different scoring than yours though; it's H2H. Doesn't necessarily do you any good to stock up on pitchers if you don't also collect steals, runs, RBI, average... it means you need a more balanced team. However, the waiver wire does come into play, and there are two of us who are always paying attention, and make changes as needed; me and my brother-in-law. We didn't start out with the best teams, but through our savvy use of the waiver wire, we're now 1&2. In fact, I'm running away with the league; I'm 16 games up on him, which is like having a 1.5 week lead.
Basically, it's how you play the game. As long as he's not abusing his position as Commissioner, then he's playing by the rules. There's nothing underhanded about it, he's just taking advantage of the fact that he obsesses over this more than the rest of you, and is out-playing you. He's doing what he has to do to win, which should be the name of the game. Understand it, learn from it, and either beat him at his own game, or just give up and know that the best you can do is finish second.
