I could start by pointing out that the English in the photo you posted is a poor translation of the Chinese. The Chinese says that guests have no means of accessing sites such as facebook (wufa shiyong/无法使用), not that doing so would be illegal (which would be feifa shiyong / 非法使用). The part that is against the law is using un-registered VPN services.
I could also point out that the government's primary motivation for blocking Facebook, YouTube and Google (not that the government has ever published its reasons anywhere) is more likely in order to enable equivalent Chinese sites like Renren, Youku and Baidu to grow in place of American competition. Thus enabling a) Chinese industry to grow in place of American and b) Chinese data to remain with Chinese companies rather than with American ones, on America servers. It's a matter of domestic economic development and national security, not an attempt to stop Chinese surfers from accessing American cat videos.
Sorry that your current difficulty accessing Facebook isn't part of some Nazi conspiracy. Sorry to burst your little 'China is fascist' high horse bubble. Sorry if your little butt got hurt.
