On most maps, you get 1 army per 3 regions held at the start of your turn, with a minimum of 3 armies per turn (even if you have less than 9 territories). Many maps also have region-based bonuses that you can hold to increase your initial deployment. Other maps give other kinds of bonuses.. you'd have to reach the particular map for the details. But bare minimum you should get some default number of armies per turn. No spoils games just mean that you don't earn cards to get additional troops.
