I think we need to question why there is even a need for rule #1.
If you think you need rule #1, and you don't have the means to enforce rule #1, then something is wrong.
You can either sink further resources into the pit of enforcement...
of you can legalize it.
And, of course, a necessary part of a legalization program is to change the environment of use.
Here's how:
1. Restrict freemium to 1 game. (Makes it logistically a nightmare to farm points). Maybe give them 4 concurrent games on day of sign up, and after those finish, rachet down to 1.
2. Add a deletion/lock of dormant freemium accounts (Address the obvious issues posed by change 1 above)
3. Limit freemium to 1 post per day (Make multi-trolling less of a profitable business)
4. Limit the number of points that can be won from any single player. (Again, preclude point farming).
5. Do not accept registrations with "junk" email addresses (i.e., the usual suspects - yahoo, gmail, etc. w/out a credit card verification).
Do these things, and you'll fix this site without having to lock 'er down like some iron fist ruler.
And get some people with business experience there to help you figure this stuff out...
