The problem is that the armies from that turn get held off the board and can be depolyed on that person's next turn. If you have two or three borders with that person it is impossible to protect all of them from a double or triple deployment.
What if when someone misses a turn their armies for that turn get deployed for them randomly and evenly over all of their countries. This would remove all of the strategic advantage for skipping a turn and you wouldn't have to wonder if someone was doing it on purpose.
It can also be an advantage for the person that misses the turn if they have a continent they would get those armies on the missed turn even if it was broken on the next turn. Sometimes when someone misses a turn, I feel compelled to break their continent just to lessen the impact of the double deployment.
