Agreed, someone who doesn't know the map certainly isn't going to understand how to figure out where the enemy might be located (if playing hte map for the first or second time.)
I'd like to add to your proposal here and suggest something even more drastic:
Limit new players to The Classic Maps, and traditional keys like sequential, escalating, adjacent, no fog, etc.
After 10 complete games, open up 8 more basic (and small) maps (like Iwo Jima, Doodle Earth, Luxembourg, etc...maps that have opponents start with less than 12 territories for each player in a one-on-one game)
After 20 complete games, unlock 10 more maps with a sampling of larger maps. (World 2.1,
After 30 complete games, unlock 10 more maps with a sampling of complicated maps that have bombardment, automatic deploys...
Heck, I'm going to make my comment a separate suggestion...but food for thought.
